My daughter has locked herself out of her iPhone who do I contact to try and get it unlocked

If she isn't locked out because she forgot the passcode, how is she locked out? For got her ID? ID password?

Well it says verification code attempted to many times ? Or something like that so I can’t reset her phone even though she knows her password.
