Cannot add 2nd iCloud email onto iOS devices.

I removed the 2nd iCloud account email account from my phone since it was not contacting. Now I cannot add the account again. Nor can I add onto other iPhones. Authorizing with 6 digit code works fine. But when you hit "Next" on the add account page, it just spins its wheels for a few seconds then returns to that page without adding. I went to iCloud web and de-authorized this and other phones... and tried the whole process again. Still the same thing. It returns to the appleid/password page but does not progress. iOS15 (15.0.0) on both devices - iPhone 11, iPhone 13 Pro
