Highlight shortcut doesn't work in Preview (but button does

The keyboard shortcut (Ctrl-Command-H) does not highlight (returns a 'ding' sound) and the option is greyed out. However, I am able to highlight when pressing the toolbar button.

As suggested on other posts, I've deleted the various .com.apple.Preview files from /Library/Container and /Library/Preferences, and restarted the machine. Problem persists.

I am running OSX 10.14.6 and cannot upgrade to 10.15

Hi Jacob, it works here in 10.14.6 for me if I own the PDF & can write to it.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

To find out if it's system wide or user specific, try this...

Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.

Does it work in the new account?
