can't create/login administrator account on big sur

Hello, after resetting hard drive and reinstalling big sur, I can't create admin user.

It takes too long and finally appears message: user creation failed.

After rebooting system, user Appeared (I don't know why, creation failed), but can't login.

Resetting password via Apple ID doesn't work either.

I reinstalled system once again, same issue.

Can anyone help me?

I've solved the problem with recovering Mac via recovery assistant.

if it doesn't appear on recovery mode, try to start terminal (utilities > terminal) and type <resetpassword>

after reseting macOS with recovery assistant and reinstalling Big Sur, I was able to login in my account.
