Freeze header row/column in Numbers not what I'm expecting

I am looking for the Numbers equivalent to freezing panes in Microsoft Excel. I've got a simple spreadsheet with 3 columns of data and a couple of hundred rows of entries in those columns (header column is dates, columns 2 and 3 are data on those days). I highlighted my first row, which has the headers, clicked 'freeze header row', and as I scroll down the spreadsheet, to enter new data, the header row scrolls up along with everything else.

Is this is expected behavior in Numbers?

Is there a different thing I need to do to scroll down and right and have one or two rows/columns with headers stay locked to the top/left of the window?

I'm trying not to pay up for a subscription to Office since I now am able to limit my complex spreadsheets to the work computer, and figure Numbers should handle my simple personal spreadsheet needs.

Have you tried to select the row/column and choose Convert to Header Row/Convert to Header Column respectively (through the right click contextual menu)?
