restore contacts

we tried to restore his lost contacts via the phone but this option was not possible.

might be only possible using iCloud on pc or Mac?

Yes the iPhone storage ( data base ) is less as compared to Mac / PC , so whenever the contacts are deleted from iPhone they don't go in recently deleted and immediately erased from iCloud / iPhone .

However , in Mac / PC the contacts deleted are moved in recently deleted and can be recovered before 30 days .
