Safari 15.0 can't download files says disk full

I just did a wipe of my drive and used a Time machine backup to restore files. Everything went fine except when I went to download a file from a site Safari says disk is full. I checked to make sure Safari prefs are set to download files to my regular download file on the drive I always use. It is correct and that disk has 41.92 GBs of space left.


Any help?

Changed disk to another it worked then changed back and it works now
