Apple Watch iCloud problem

I bought a used Apple Watch when I tried to connect it to my iPhone. I request iCloud from the previous owner, today I bought another completely new Apple Watch and my iPhone can't connect it because it says it's associated with the iCloud account of the previous Apple Watch, what the **** is wrong with that?
