Can an iphone be tracked to its location somehow if it the phone has turned off due to dead battery?

If it had moved since it went dead then no. If it is still in the same place and you had Find My set up it can show the last known location.

So use Find My on another of your devices in your account or find a computer and type icloud.com/find

If you don't see it then it wasn't set up.
