Apple Watch SE stuck on "Too Many Passcode Attempts"

I recently purchased an Apple Watch SE. I had it in my pocket and took it out to find this message.

I have tried repeatedly following the instructions in this community. I have tried to power off the watch but it is not reacting when I tap or "press firmly" on the Power Off. I cannot get to "Reset". The Watch just seems stuck in this mode. Any help would be appreciated. Thank you!
