My S/O received notification that her iCloud subscription was going to be changed to 5gb plan because of a failed payment. Because I have her set up on Family Share the charges for her iCloud haven paid by me through my PayPal automatically every month. We have changed nothing in our set up. Anyone else seeing this and/or have a solution?

In the short term your S/O can try to pay using Apple ID balance.
- Create and add money to an iTunes Pass - "At Apple Stores and select retailers, you can add store credit directly to the Apple ID that you use for App Store, iTunes Store, and iBooks Store purchases." - https://support.apple.com/HT203021
- Redeem your App Store & iTunes Gift Card --> https://support.apple.com/HT201209

I cannot see how it is my payment method as that method is what pay for my iTunes subscription and AppleTV, both of which were charged this month on schedule. Thanks for the suggestions.
Edit-When going to Edit of payment option, it is asking me to upgrade to iCloud+ from 5gb. I have always had 5gb but she has always had 200gb plan. It shows that I can Share the plan with her, but only when I upgrade.
