Stolen iPhone

a person stole my iPhone while on vacation what can I do if I want all the pictures/information from my phone to be backed up on my ipad?

Start here: If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support


Prior to its loss, the photos will need to have been configured to upload to iCloud Photos (photo stream or otherwise), or the device configured to back up to iCloud.

My Photo Stream - Apple Support


Backups can't happen after the loss/theft/damage unfortunately, photo uploads and photo stream can't be enabled remotely, and thieves undoubtedly prefer to avoid allowing stolen devices to communicate data and location information with Apple.
