I don't get the X on the apps and I don't have restrictions (I can't even find that on my phone).
I found it! You have to turn off Content & Privacy Restrictions under the Screen Time section. There should be an easier way to find that out.

Nope. I get the jiggling apps but no X to delete them.
I would have suggested you go there, but in your OP, you said you don't have restrictions.
OH! I meant that I was not able to find where the restrictions were. 🤦🏼♀️ Thank you again for trying to help.
