Insert media, then "go to Photos" in box, nothing happens

I am trying to use Pages and trying to insert Photos by using the Media tab in the toolbar. When this is clicked, a box opens that says "No photos, go to the Photos app." So just what am I supposed to do in Photos app to get this to work. I tried this on my iPad Mini4 using Pages and it works! It even shows up in the desktop Pages with added media. I have reinstalled Pages, no joy. At this point, lost. All software on all devices is up to date.

If you do not have any images in your Photos Library on the Mac, then you won't have anything to add by clicking the Pages for Mac Media tab > Photos. I do, and when I follow your approach, I have images present to select and are inserted into Pages.
