I can’t call from my new phone

I just transferred to new phone but cannot make outgoing calls.

Did you transfer the Sim card too ?

I am assuming that you followed the steps to transfer your data to your new iPhone, using these support articles:

You may also need to contact your cellular voice provider for additional assistance with this matter.
