Is there a way to block access to safe mode for users?

Hello all,

On my last MacBook Pro (mid-2012) there was a way to block safe mode by using a firmware password. But, the M1 does not have this feature, and it seems that there isn't a way to do so. The only thing I have found is to "turn on FileVault" and that is apparently the equivalent. I have that enabled and it still is allowed. I was wondering if there is a way to block standard users from it but allow only administrators? Is it even possible to block access at all in any way?

Currently have a M1 MacBook Air on Big Sur 11.6.1

As per Apple's own page, you can only turn on FileVault, as per what you noted.
