To start, if you're only noticing this with calls from numbers not saved into your contacts check if Silence unknown callers is enabled. See how here: Detect and block spam phone calls

If you're noticing this happening with contacts as well, check your Do Not Disturb/Focus settings. See how here: Use Focus on your iPhone, iPad or iPod touch
