sine i get iphone 13 pro max last week , facetime is only activated with my mail but when i try to activate it with my phone number its give always error , also i tried A- reset network settings B- erase all content and settings C- signing out and re-sign again

What country are you in and who is your carrier?
If you're not using a supported carrier, your account MUST be enabled for international text messaging to communicate with Apple's activation servers. Charges may apply from your carrier for that.

i received the international sms but when i select in facetime my phone number it gives unsuccessful
I dont know how to contact them while am in algeria
Contact your cellular carrier and make sure your account is properly provisioned for an iPhone.
