"Install MacOS Monterey" interrupted restart

I have tried several times to install MacOS Monterey. It gets so far and then says that all apps need to be closed. I do this and somewhere toward the end, I get a dialog box that says "Some updates could not be installed because "install MacOS Monterey" interrupted restart. The "Install MacOS Monterey" icon is in the dock and will not be removed, even when I try to quit it.

MacBook Pro 16″, macOS 10.15

Suggestion - restart the computer in Safe Mode and then remove the Install Monterey and empty Trash. Stay in Safe Mode and do not open any applications except Apple Apps Store to re-download the Full Installer.


Make a TM Backup still in Safe Mode. The run the installer for Monterey.
