The full installer for High Sierra is not in the Apple downloads location. Instead, the full installer is now macOS 10.13.0 thru 10.13.6 and additional security updates in one installer. Provided your Mac is hardware compatible, you can get the full High Sierra installer from How to get old versions of macOS using strictly the Safari browser.
