When I open my Mac Mail app on my MacBook air I am asked for the password for my email account (in system preference) ...all good...then I click open browser and I get an empty window with a spinning wheel that never stops or allows me to log in

Opening local mail has nothing to do with your browser. Are you thinking you have to open the browser to get your mail through Mac Mail?
When I click enter password i get an empty window with the wheel that spins....I never ever get to the page to enter a password
First window then I click open browser then see below second window
after I click open browser I get this window and it never ever progresses...just stays like this...

To begin, you'll want to be sure you followed the exact steps in the 'Check your password in Internet Accounts preferences' section of the related article linked in blue at the top left corner of this page.
"If Mail still asks for your password, the password is probably incorrect. Your email provider can help you verify your email settings and make sure that you're using the correct password."

If you're using Google’s two-step verification, your Gmail account in Mail requires the appropriate app-specific password.
Don't open your browser here. Close all these panels and open your browser ... but not from this process. Use the icon on the Dock, Launchpad or Applications folder.
It looks to me you need an app-specific password. Get that outside the mail process completely then open Mac Mail and use that password.
If that's not it, I'd completely remove the gmail account and recreate it.
