hello ,
I synced my OS into Monterey few days ago ,
since then , the Preview application doesn't work at all in tabs mode .
each Preview window is opened separately .
Rest of apple applications are working well in terms of tab mode (finder , safari , mail , etc....)

What exactly do you mean "does not work at all in tabs mode"?
If you have several files in separate windows and want to put them all in tabs in one single window, do Window->Merge All Windows.
If you want to group together just some of the windows, do View->Show Tab Bar (if is not showing already), then drag the tab area over that of another window to join them together.
