phone stolen cant get into apple ID account

My daughter's iPhone was stolen last night and that was her only apple product with her apple ID on it, when she tried to log into her apple ID with other devices at home (using my MacBook) or even to log into her iCloud email, they ask verification code but she has no phone to receive it. She cant start using her apply ID on other devices. I tried to request to change password or followed prompt of cant get the verification code, they say they will let her know the progress on her icloud email but she can't get in there in the first place. Any other things we can try?
