Windows 6 is Windows OS Vista (Januari 2007) is an outdated OS, is an unsupported version of Windows

Microsoft say goodbye to Vista in 2017.

iCloud for Windows requires Windows 7 or later.

Try this: on the iPhone go to -> Go to -> Settings -> tap your Profile -> tap iCloud -> scroll down to Books -> Turn it On.
