We understand you're not receiving call notifications. We're happy to offer some guidance.
It sounds like you have the Do Not Disturb option enabled on your device. You can disable that in Settings > Focus > Do Not Disturb.
Use Do Not Disturb on your iPhone, iPad, and iPod touch
Do Not Disturb is used to silence notifications, however you can enable the "Repeated Calls" option in the Do Not Disturb settings, which means when someone calls you multiple times in a row it will ignore Do Not Disturb and give you a notification like normal. This would explain why you only get notifications if someone calls you multiple times in a row.
