Imac reset and CANT download macOS 10.13

I have a 2010 Imac

i want to reset it and reinstall the latest macOS


but

when i use "command + R" to get into "recovery macOS"

it said it is starting Internet Recovery

later, i follow the official statement to erase my disk

then, when i try to reinstall macOS 10.713

it said that "the recovery server could not be contacted"

so, i'm stuck at here

because the disk has been erased, i can't get into the normal system

please help me

Internet Recovery became available on 2012 and later iMacs, it simply will not work on a 2010 iMac. What version of Mac OS is installed on the Recovery Partition? If nothing is on the recovery partition then you need to get yourself either the original media that shipped with the computer or buy (likely EBay is your best bet) a Snow Leopard Upgrade DVD.
