Hi daniel4444,

Thanks for using Apple Support Communities. We see you're running into some issues with iCloud for Windows and syncing passwords. We'd like to give a hand.

To double-check, you were able to set it up and approve to use iCloud for Windows with your passwords, but they don't seem to be syncing, correct?

Which version of Windows are you using? This covers the version requirements: Set up iCloud Passwords on your Windows computer

"With iCloud for Windows version 12 or later, you can use iCloud Passwords to access your passwords in Google Chrome using a browser extension. In version 12.5 or later, you can also access your passwords in Microsoft Edge using a browser extension and manage your passwords in the iCloud Passwords app.

Find out which version of iCloud for Windows you have.

To use iCloud Passwords on your Windows computer, you need to sign in to iCloud for Windows using an account with two-factor authentication turned on, and have iOS 14, iPadOS 14, macOS 11, or later installed on the device receiving the security code. See the Apple Support article Two-factor authentication for Apple ID."

If everything checks out there, see if this article helps: If iCloud Keychain won't turn on or sync

Best wishes.
