My old ipad will not update to ios 13

I have N IPAD MODEL MD528LL/A

I am trying to do the latest upgrade but it is saying that it is up to date and it only show version 9.3.5

How can I upgrade to 13?

The first generation iPad Mini, released 9 years ago, can not be updated further.
