My iPad says it is up to date'but only showing iOS 10.3.4

How can I update iPad to 13.7 when showing that it is updated but only at 10.3.4.

iPad Pro 9.7-inch WiFi, Cellular

An unit running 10.3.4 isn't capable of 11 or above.
