trying to pair my Apple Watch to my new phone. It’s telling me to touch I i icon on my Apple Watch but I don’t see it

That information ℹ️ icon is found in the Watch app, if there’s a paired or part-paired Watch.

If you don’t have the new Watch showing as paired, skip that step.

If you have a second and previously-paired and working Watch, unpairing that will, well, unpair that Watch.
