No. The iTunes app was discontinued and replaced when macOS Catalina was released and it cannot be installed on any macOS later than that. See the information in What happened to iTunes? - Apple Support

Also note that you can still purchase iTunes music as described in Buy music from the iTunes Store - Apple Support
