New iPhone won’t let me download apps

My new phone won’t let me download apps or restore when I try to restore it says I need 400mb but I keep deleting and it stays the same , then I went to the Apple store to sign in and it said it couldn’t find my Apple id please help

Typically an Apple ID is an email address you have used.
