got email saying they wanted to upgrade me for more storage from:iCloud I do not want to upgrade. Is this on the up and up. They also said my credit card didn't work. I had already changed it.

You likely received an email about the upgrade to iCloud+. There is nothing that you need to do, the upgrade is automatic and does not affect the price nor the storage that you rent.
