Click on finder , take cursor on top menu bar > Go > Home , click on Macintosh HD in finder side bar , the files will be under icloud drive ( archive ) - 1 > documents , if you have more iCloud archives , they occupy Mac storage , these files can be dragged and dropped to an external hard drive connected Connect and use other storage devices with Mac - Apple Support
The files will not be deleted from iCloud.com as iCloud Drive and desktops and documents box is always turned on see the articles Add your Desktop and Documents files to iCloud Drive - Apple Support
