Arrow in Photo Preview greyed out on MacBook

After taking a screen shot on my Mac and trying to edit the image by adding some arrow annotations I find them always grayed out! I should not have to send the image to my iOS devices just to add a simple arrow annotation from the drop down menu under the line options. This is very frustrating, how do we enable the arrow features to be used on a MacBook?!

Its an over necessary two step process you need to clean this mess up! Clicking on the shapes drop down does what the line drop down is set to. Very unnecessary two step process making your simple editor more confusing than it needs to be. FIX this. If I click on the arrow or double arrow ---> or <---> that should work as intended!
