I bought a new iPhone SE (2) a year ago. It came with a cable that doesn't connect to the phone or anything - one end has a standard USB connector, the other a strange end that doesn't connect to the phone or anything I have..... here is a comparison photo - the standard cable that inserts properly into the phone and the other end to a power source and on the left the cable that connects to nothing but came with the phone. What is it for???

That's clearly not an Apple-supplied cable. The only cables that Apple has supplied in the box with iPhones since Lightning came out are USB-A to Lightning and USB-C to Lightning. Apple's suppliers only uses a rubbery strain relief and not a harder, molded strain relief. That's clearly not OEM. Where did you buy it?
so why was it with my SE (2) ? Luckily I have several older cables i used to charge my phone. Newer phones come with a port that the USB-c will fit? The SE (2) is from 2020 - everything else I have is even older. I only got that because someone took my SE first generation. I like the SE so much I replaced it with the 2.....
I will hang onto it and maybe I can use it someday.
We're telling you that the only reason it was in there would be that it wasn't sold new. Or maybe the seller was authorized but opened the package and put that in. All Apple cables are carefully packaged, although I've seen some that are wrapped in a circular shape while others are more oval. I haven't seen a Lightning cable packaged tightly.
I bought a new phone through my phone company, Koodo mobile - I ordered an iPhone SE (2) and it came in the full Apple box with phone, and that cable all nestled in their spots.

The first photo you posted is of two different (used cables). The second photo you posted is a completely different cable. The cable that would ship with a new phone will be the one shown in the photo provided by Phil. If that is not what your received, contact Koodo Mobile.

Sounds like someone took out the in-box cable and replaced it with a completely different one. Totally unethical, possibly illegal, and there's likely nothing you can do about it now. You might consider lodging a complaint. You never know. Perhaps they'll send you a replacement as a courtesy.
That being said, getting a MFi certified cable is pretty simple and inexpensive. I personally have never bought an Apple OEM Lightning cable; every one I have came in a box with an iPhone or iPad. Quite a few people still use more common and less expensive USB-A power outlets, computers, power adapters, etc. I have yet to see a public USB-A power outlet. Even those with the newer USB-C to Lightning cables in the box might not even use them, although they can be used with USB-A with an adapter. A lot of these come in multi-packs and even in longer lengths than the standard Apple ones that come in the box.

That is a USB-A to USB-C cable.
The one on the left looks like a USB-C cable. Though not one that would have come with an iPhone. What’s on the other side of that cable?

That’s not an Apple supplied cable. If you bought the iPhone second hand, then someone gave you the wrong cable.
