What Is the "other" folder on my Mac OS ?

What Is the "other" folder on my Mac OS and why is it occupying 44GB space on my computer? And please, oh Please can someone tell me how do I free up this space? Every time that I need to update my MacOS I run into this problem, and it is ridiculous that I can not access this folder or do any thing about it.

It is not a folder, but rather, an aggregation of content owned and managed by the operating system, and which you have no control over. The Apple article, See used and available storage space on your Mac covers this, and has this excerpt:
