MacOS upgrade not appearing in App Store

I have an old Mac mini (Macmini6,1) running 10.13. I'd like to upgrade to 10.15 Catalina which I believe is the last OS supported by this machine. However, it's not appearing in the 'Updates' tab in App Store. How can I go about upgrading?

OK. Apple's page at https://www.apple.com/za/macos/how-to-upgrade/ says "If you’re running High Sierra (10.13), Sierra (10.12) or El Capitan (10.11), upgrade to macOS Catalina from the App Store", so that's where I looked. I know that newer versions of MacOS prompt for OS updates in System Preferences->Software Update but that's not present in 10.13.
