Brought a new macbook and can't figure out how to send sms messages to non iphone users via messages app.

The only option to send SMS messages from a Mac is to do it through an iPhone; see the information in How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support
