Can I pay iCloud yearly instead of monthly?

No. See iCloud+ plans and pricing.

"You can upgrade to iCloud+ from your iPhone, iPad, iPod touch, Mac, or PC. After you upgrade, you'll be billed monthly."

A possible alternative payment method is to add the value of twelve monthly payments to your Apple ID account and the subscription payments will be deducted from this credit, but be on your toes at the end of the twelfth month to organise further payments or your iCloud services will cease.
