Hello sazeve,

We see that your iPhone will not power on at this time. Let's review some steps that may help in this situation.

If your iPhone won't turn on or is frozen is the fundamental article to help if your iPhone isn't powering on. It's also recommended to ensure that the device has a sufficient charge to allow it to power on.

If that doesn't work, provide any other relevant details including any response you see when trying to power on the iPhone or error messages if present to increase the chances of receiving a helpful reply to your post.

Cheers!

Welcome back sazeve,

If you do not have enough iCloud storage space to accommodate your existing photo library, the process to store photos will not begin. You may back up other file types while you have free iCloud storage. Check out Manage your iCloud storage to learn about what happens when your iCloud storage becomes full, or use Get Support to connect with our teams to discuss these options or processes.

Thanks!

Sorry, My first message was not clear. What I meant to say was that I phone will not allow me to turn on the photoback up icloud to back up the pictures at all. I realize that there won't be enough space in the cloud to back up the entire phone, but I would think it should allow me to back up the photos up to the available space in the Icloud. When I try to turn on the icloud photo back up, it only gives me options to upgrade to more icloud storage. Thank you for your help.
