Why I can't add my payment method with US debit card and other country into my iCloud?

Because your Apple ID / iCloud account will only accept payment methods from one country at a time.
If you need to add a payment method from a different country, you need to change the Country or Region set for your Apple ID, and at that point the payment method from the previous country would need to be removed and would no longer be accepted.
Basically, because Apple services are region based and require region specific payment methods.
