To hide the sites and exit Private Browsing Mode, tap , then tap to open a different Tab Group from the menu at the bottom of your screen. The private sites reappear the next time you use Private Browsing Mode.

You need to delete the “group” that the private browsing tab is in. Tap the overlap boxes in the lower right, then the dropdown in the middle of the bottom that shows the number of tabs and tap either a non-private group or create a new empty tab group.
Or hold your finger on the boxes and tap or create a non-private tab group from the pop-up menu.
In Safari, tap the overlapped boxes in the lower right, then the “x tabs” or the word “private” (whichever is there) in the middle of the bottom and tap a non-private tab group.
I used private browsing a few times and turned it off and on. Now it won’t turn off. I have iPhone 7 something and latest possible OS I think.
