I migrated my data from an old iMac to a New one. When I try to open Photos I get this message. Photos cannot find the System Photo Library named “Photos Library.photoslibrary”

Hold down the option key while starting photos. Use the resulting pane to find the library you migrated from the old Mac.

I have done this but it is still saying the same. I have also tried to repair the library. No luck. Any ideas?
Did you open the library by selecting it and clicking choose library?
