How did I get Photos to resume scanning faces?

Mac mini M1, Monterey v12.2

Message when I open Apple Photo is 15,803 Photos Scanned. Photos will continue scanning your remaining 28,812 photos when you are not suing the app and your Mac is connected to power.


Yet it is always 15,803. I use the mini remotely from a MacBook Pro most of the time. I've left Photos running. I've shut down photos and everything else on the mini and even stopped Screen Sharing. Rebuilt the library. Rebooted the computer. The scan number does not advance!
