Apps not loading after transfer of data

The apps on my phone still have not loaded after transfer. I used the quick start. what did I do wrong? They seem to be stuck in "loading" mode

Apps have to download from the App Store and require that you are connected to a stable wi-fi network and it is best to have the device plugged in during this time as well. You will probably need to restart your iPhone to get them to start downloading again, or possibly force restart it. Force restart iPhone - Apple Support
