Need to refund

Hi Apple,

I bought an APP from the APP store, Phone Buddy-Phone Lost Alert.

After 12 hours, I found that the app would drain my AW7's battery.

Meanwhile, I checked the developer of this app about this issue. They thought it was an unavoidable problem, but my problem was much critical than they thought. So, this developer suggested me to request a refund from Apple. Then I applied for a refund on February 2nd.

The Apple iTunes store rejected my request twice. I would like to know any reason why you can provide this deprecated app and cannot make a refund.

In addition, the consultant of Apple in Taiwan suggested that I go directly to the developer of this app to refund me. Does this apply from Apples policy? Also I checked with the developers and they think all billing is directly controlled by Apple. In other words, they don't know how the person who bought the app is and they can't refund me, especially if I'm not in the region/country they assist.

Could you assist me with my questions and give me a refund?
