Screen time “Forgot passcode?” not working.

Hello all reading this. I have experienced difficulties with the Screen Time in settings. 1 a few years ago my mother set screen time on my iPhone and iPad. We have tried taking the screen time off but we can’t remember the passcode. We have tried using the “Forgot passcode?” option and when we enter my apple id and password it does not work. It says “Wait 60 minutes” and does nit let us do anything. this has been happening for months and yes, my devices are updated to the latest possible.
