You seem to be syncing photos to iCloud on both your iPad and your iPhone. If you really want to stop your iPad sending photos to your iPhone you will have to disconnect iCloud Photos on the iPad. It will no longer be part of this sync.


Settings > [Your Name] > iCloud > Photos

and turn off iCloud Photos.
