When I restart it or factory restart it it said I need to know my iCloud an my password and I dont

Then you cannot activate it. You will need to reset your AppleID password (If you forgot your Apple ID password - Apple Support) or recover your account (How to use account recovery when you can’t reset your Apple ID password - Apple Support) in order to complete device activation.
